I have a hard time believing that there is only 10 Dumb laws in California. My guess is there is a lot more

It’s not just California - a lot of states and countries have bizarre and outdated laws e.g. in Texas, ‘it is illegal to take more than three sips of beer at a time while standing’. In Kentucky, ‘every citizen of is required to take a shower once a year’...oh and ‘Any person who appears on any highway, or upon the street of any city that has no police protection, when clothed only in ordinary bathing garb, shall be fined no less than five dollars nor more than twenty-five dollars’.

The San Francisco one about only keeping a car in your garage is pretty extreme. The L.A. one about needing the owner's permission to wash their car is fine. I don't want anyone doing anything to my car without my permission. Not allowing self-driven cars to go over 50 makes sense to me.
